Software is *always* "coupled with an ideology". An ideology is a world-view, and everyone's got one. The term is usually used, as here, to jab at someone else's: *You* have an ideology, *I* just have common sense.

The questions really are: How explicit is the ideology, and what is it?

Ok, then... What is Mastodon ideology?
Because what I see is just different projects, using different tools / languages, trying to reach a common goal: build software implementations of the fediverse (Ostatus/ActivityPub in this case).
Again, what about "free speech" instances based on Mastodon?
Are they part of the same ideology?

People have ideologies. What those are, and how and how much they are revealed in what people do, is the question.

In this case, "what people do" includes writing and using software.
