Having found a couple online articles from Argentina about Mastodon, a key point jumps out in each of them: they mention FOSS and then talk about how that leads to "user freedom", without expanding on what that means. It would be easy to interpret that as meaning "you can do whatever you want here", which would explain some of the chanlike behavior from newer Argentinian users.

The actual freedom is that you can make an instance where you can do whatever you want - not that you can do whatever you want on any instance.
