OPINION: toots should be limited to precisely 489 characters, so that typing 69 characters will show 420 remaining, and vice versa

@Ninji in that case all toots should forcibly be either 69 or 420 characters, really. no point in tooting anything else.

@Ninji Alternate solution: still 500 characters but uploading a picture takes up 11 characters instead of 35 so it becomes 489 instead of 465.
