In its maximalist form, a proposed regulation may force phone companies to deny services to unhoused people, victims of domestic violence, and millions of rural, elderly, and BIPOC people - a terrible idea when access to telephony is a vital link to essential services, jobs, housing, health, etc.

Also it is unworkable, burdensome, and costly to implement.
