Cut off the water access, change the zoning, fire the city council, get electricity cut off. Find a thousand ways to .stop a thousand parts of the project, disallow roads, enforce environmental regs.

Make them fill out a form that can only be found in an office without an address.

Let a thousand roadblocks bloom.
