So I know we're still in early days on this, but in cases like this where

a) the science / data / reports were known BUT
b) government chose to disregard it -> make legislation that ignores it because (iconvenient/$/not fit narrative/agenda)
c) can be prooven later that a) and b)

.. that constitutes harm and is subject to making whole again (i.e. lawsuits with reparations), methinks....
