I saw a toot yesterday asking for people's ideas on how to keep cool during this heat dome. I can't find the toot but I hope this will help people:

Make sure your desk fans are clean.

Literally take the front mesh off (clean it), remove the plastic blade assembly (it's usually a reverse screw holding it in place) and wash, dry, then replace it. This removes any dust or particles stuck to the blades and vastly improves the fan's air movement.

And I can confirm, from having tried it yesterday, that covering your windows on the outside is more effective than barriers on the inside. Even though we had hotter temperatures yesterday vs Monday, it still was noticeably cooler upstairs yesterday.
