@fay59 coupled with “speed limits are limits, so passing must be achieved below that limit,” and we arrive at the understanding that the passing lane should almost always be empty.

Which is a kind of weird road design when you think about it.

@cocoaphony not all cars drive the speed limit, and the speed limit is not the same for all vehicles. The I-5 in the Central Valley has a speed limit of 70 for cars and 55 for trucks, and there are many cars not doing 70
