The goal of the policy isn't clear. And how this accomplishes any well-grounded goal isn't clear. I suspect they didn't consult relevant people inside and outside the agency and made a mistake here. There will be lawsuits and a walk back, I bet. But damage easily occurs on the way.

Census pulled down its list of FSRDC ongoing projects (!) but 1000s of independent researchers have projects underway using processes that worked for 30 years without issue.
