Any corporate fine that is defined as some absolute dollar amount, and not a proportion of annual global revenue, amounts to permission for dominant companies to continue to trespass, while preventing smaller companies from doing the same.

Dollar amounts that would destroy businesses are nothing more than small change behind the couch for megacorps.

Those kinds of fines are unjust.

NB: Also for startups with no profits, the amount of investor dollars that have entered the company should be considered “revenue” for the purpose of computing fines.

They (apparently) do something similar in Finland with traffic fines, where the amount of the fine is calculated relative to your income, ensuring a more equitable deterrent effect for everyone.
