The dairy (and other) industry exports a lot of product. The ETS costs associated with those exports should be recovered from an export ETS levy.

Nothing infuriates me more than being made to pay for a bill I didn't incur.

This government should be made to pay it out of their own pockets - regardless of how long it takes them! If they have to set up automatic weekly payments for the rest of their lives, I don't give a toss.
