Can anyone recommend an outlet to publish open educational resources (#oer) in a higher education context, preferably with peer review, which is not owned by Big Publishing, preferably non-profit?
It's not a publishing landscape I have much experience with.

I turned an experimental setup by other researchers into a in-classroom board game to teach common pool resource management theory (including an accompanying website), and we'd like to make it more broadly available, but possibly also get some feedback.
