It's still a working progress but I'm currently building a residential lot which once I finish both the garden and the interior, I will turn it into an apartment as at least 4 sim household can move into that one lot.

The Sims 2 isn't open world in the sense that Sims can go anywhere beside the created community lots and their own home. Apartment Lots allows up to four playable-household to move in which NPCs can also move in as well. Because of this, I like using Apartment Lots to make it feel like part of the street is more alive.

As long as the lot isn't too big, extremely detailed as well as have too many place inside that lot that can be rented, it shouldn't tanked the performance too much.
