If I might guess, colleges and universities in the United States might still have been adjusting to higher enrollment rates post-World War 2. The G.I. Bill (https://en.wikipedia.org/wiki/G.I._Bill) made college tuition feasible for a large portion of the population that had previously considered a university degree to be something out of reach.
