Is... is this a blanket retrospective self-pardon for federal crimes that is trying not to call itself that? It is *not* limited to the IRS or to tax evasion/ fraud.

@justinlawguy.bsky.social suggests that the document seems to be limited to civil claims. If true, that means it's not even a backdoor pretend-pardon. But it's still a lot broader than IRS tax cases. SEC securities cases, for example, are civil.
