That "among homeowners" qualification is doing a lot of work for Pagnucco. Just in case he's forgotten, homeowners are richer than renters, who also make up a large fraction of population in #montgomeryCounty . This piece should've mentioned credits are underused b/c of lack of awareness... it'd be more progressive 2 lower base rates

Also, I wonder... what is the ideal split between residential and commercial property taxation? I have no hard and fast feelings on this. Elrich clearly prefers to exclusively tax commercial property. Is there any academic literature on this?
