Threatening legal action to force Canada to order American booze? Really?

Here's the thing..
Liquor stores where I live can order and sell American products. There is no government prohibiting it.

So, when I asked one store owner if he would be ordering more, he said that it would be crazy for any business to spend money on inventory that their customers have made clear that they don't want to buy.
Free enterprise, supply and demand and all that.
