Local mayor installed a punching bag next to it.
Vandalism stopped completely.

Pretty confident that it’s the same location. Looking through Streetview history the street ‘furniture’ has evolved. A notable match involves the ‘tag’ on the bus stop sign from Streetview to the OP’s image. OP’s image certainly predates Streetview of May 2023 and, likely, 2019 also (which correlates with the original report of 2017). Not my first image/geolocate/match effort.
