Notice how the sudden change from opening the #SOH to normal shipping shifted to "blockade" (allegedly of #Iran) and seizure (threatening shipping non-compliance generally). It's about who gets to man the toll booth and collect the tolls( in addition to who gets to hold commerce hostage). Follow the money.
