Does blue blocks actually do anything?

You know those cakes that aren't cakes one places in cisterns to make the water blue? I out one in as soon as the other runs out, but I don't think it does anything. The turlet is no easier to clean and the room doesn't smell any better.

I do like making the water go from blue to green, so I'll still use them.
