Agreed w/ @eestileib. Also, "I once saw a wheelchair user cross difficult terrain" is not a counterpoint to "Sidewalks are necessary infrastructure for many people using mobility aids." A wheelchair user declining your help is also not an indicator that the terrain is not difficult. Wheelchair users very famously often have their agency overridden on a regular basis by someone trying to "help" them.
I'm glad we all agree that the world should be better for everyone to navigate, and that car users should not be the only group considered.
