@mackreed I'd guess (1) because the city sees benefits to having these facilties located there, and no one will consider being there if commercially sensitive details can't be kept private at this point and (2) because despite the person from the power company's comments, it's ludicrous to think that they can't fix those issues by (a) the seemingly already in process changes for large users and (b) project costs get charged to the builder and are an excuse to improve things in the power co.
