I interpreted it as-written for the most part. I was thinking yesterday, this is VOY's Balance of Terror.
I see it as under other circumstances, Janeway and Kashyk could've been a thing, but everybody has their job and part to play, and they play their parts as professionals. Janeway left the option open for Kashyk's sincerity, and desired it, but backed up the most likely outcome.

Funny that there's a character named "Kashyk," and with only one Y! Add 2 more & it's the home planet of the Wookiees.
