Civil disobedience is an important political tool. But it doesn't mean that you're not breaking the law, simply that you are breaking the law to make a point.

So a nice softly-softly way of dealing with the tractor/truck protest would be to start issuing tickets for every road traffic offence. Like parking on a motorway or in a junction.
