So the UK has signed up to:

"42. State authorities should not directly or indirectly impose a general obligation on intermediaries to monitor content which they merely give access to or which they transmit or store, be it by automated means or not."

Has anyone told DSIT or Ofcom? #OnlineSafetyAct

Cue oceans of legal analysis aimed at defining 'general' monitoring obligations out of existence.
On the downside, the ECHR analysis in this Recommendation is highly problematic in many ways, but putting that on one side para 42 does stand out like a beacon.
To be clear, Committee of Ministers voting records are not published so we can't tell if the UK positively supported it.
