Dial-up server is set up! Unfortunately, contractors are working on my kitchen floor, and the phone cable I had placed for testing runs just outside of the kitchen. I removed the cable from the conduit to be safe; even if it was a cheap cable, I'd rather have it out of their way.

Tomorrow they should be done, and at that point I'll be moving this and a few other cables back to the living room. At that point, I should be able to take my Dreamcast online!

also as a test I temporarily moved the loose phone cable back to base of the cordless phone I was using for testing. I test-dialed the number I set up and yep, those were definitely modem noises coming out of the other end. I have high hopes that this is going to work!!
this was the first time in my life I've been excited to hear those noises after dialing a phone number. Back in the day it was usually "Oh hey that contact number is actually a fax number. THANKS SO MUCH, whoever entered that as so-and-so's phone number..."
Three days later: I removed the phone cable from the conduit upstairs, ending just after all of the cables leave the stairs from the basement. I could *probably* test this setup in the basement with a different cable, but upstairs on the living room couch I have a cat napping against my leg. I'm not going to make her wake up to continue working on this...
