It must be intended to serve as some means of communication, because it has writing on it as well as art. It's too small to hold a very long message, though. Some of the writing is repeated, as though the creator wanted to emphasise that part above all the rest. It is far from pristine, and seems pretty elderly, as though it's been knocked about over the years.
