Simply because the enemies knew that if the world were to be destroyed by nuclear war then they themselves would never have a chance of grabbing power from their current leader.
But maybe the current generation of those in circles of absolute power do not care about the concept of "enlightened self interest".
Keep your friends close and your enemies closer.
