Bombing bridges and power plants that serve primarily civilian purposes, without clear and immediate military necessity, would violate the principles of distinction, proportionality, and military necessity under International Humanitarian Law. Such actions would likely be classified as war crimes.

Yet, most of our leaders are not taking a stand against Trump. Shameful.

It all depends on the details of the target list. Pentagon has staff judge advocates to go trough the list.

Railways, roads, bridges, power generating facilities or industrial plant, may serve civilian and/or military purposes, they are not automatically excluded.

NATO bombing of Yugoslavia bombed of railways, power plants, and the international legal review committee cleared most of the targets afterwards.

To me this looks like Trump is scared. if 20% of oil stays out of market for long, it will be worse than 1970s oil crisis and create severe global recession.
