At least time to my life I have read every first I’d comment it didn’t existence, and only actually got the joke in a small minority of them. This one I sort of get. Kinda.
The blind people are protesting in front of the wrong building because they can’t see and the people in the building aren’t doing anything about it because they can’t read.
