Update about this. There is one contact that everyone in ODOC keeps referring to: Brynne Xin at the Office of Population Management.

Focus here. Call her; leave a message when she most certainly doesn't pick up; leave a call-back number and report-back about what she says (either as a comment or DM). Please focus on a tone of urgency and genuine concern. Make an emotional appeal and state how irregular this is. Of course we are all furious, but we want to be strategic about giving no excuse for her not to follow up.

Record your call if you feel so inclined (feel free to DM us a link to that audio and if you're comfortable with it being published publicly). Don't worry this is legal in Oregon for phone calls.
