Depending on the area or kind of postal uh rank within postmen--major differences in experiences, veteran vs civilian before the job, etc.--Rob *could* afford to get enough resources built over time or in a short bit. If he's single w/out dependents, that helps a LOT.
Also, since the writing is coming from an American angle, it's possible that the postal service is the equivalent of a federal job while cops aren't. So maybe the pay is equal's to the GP or less or more, but there might be added protections or salary things the GP doesn't have 🤔

I have wanted this for so long! I have my theories for my own story, but it'd be nice to see how """"canon"""" would have done it.
