To me all that was blah blah blah, verbal fog, whose purpose is to cover up ongoing (even on that time) preparations for what happening these days, including whitelisting internet.
There is a bit of sarcasm in what putin said because in reality this meant to send a horde of kremlebots (propaganda workers at that time) to spread even more propaganda created by Surkov and convince more people that “resistance is futile” and “money wins evil” and all that post-modernism vulgaris crap.
Now, I hope, for everyone is evident what is true kremlin ideology is and always have been – total world domination and making all countries a russia-like slavery hole. Error happened.
