@legoktm this just reminded me that there was a task about how Kartographer refuses to load one of its RL modules in safe mode because it includes site customizations: https://phabricator.wikimedia.org/T212645

and in contrast, apparently the baby globe customizations still get loaded in safe mode (e.g. https://en.wikipedia.org/wiki/Gay_%26_Lesbian_Switchboard_of_New_York?safemode=1 gets the globe despite this page being a wiki-specific title set in this CommunityConfiguration)
