@zackwhittaker "certified that HSI’s operational use of the specific tool does not pose significant security or counterintelligence risks, or significant risks of improper use by a foreign government or foreign person.”

This is ICE we're talking about. I think the concern is more with significant risks of improper use by a "domestic" government or "domestic" person.
