need advice

i want to make a "gurella" transit tracker i can deploy onto any bus stop. the idea is to use a small eink display, solar panels, and possibly even a mobile broadband modem.

need suggestions for very low power microcontrollers and 4g/5g modem modules (does the latter exist??)
