I'm wondering if this is some kind of Usnea lichen? We use evergreen boughs (purchased from a wholesaler) to protect our climbing roses, and this was in amongst the greens. Still a nice minty green after the winter cold, but clearly out of place in a Connecticut rose garden.

Any chance it would be happy tucked into a tree somewhere in the garden?

@I_am_a_plant It is a species of Usnea, yes. One way to be sure is to gently pull on one of the filaments, Usnea spp. have an elastic strand down the middle. It very likely won't be happy in a garden unless you have the sort of habitat where your trees are already hosting a similar lichen community to where it came from.
