To me "fiscally conservative" means nothing more than that the books should be balanced, i.e. income should match expenses.
We can (and should) argue about what the expenses should be, and then determine how to get the necessary income to cover.
Recently I read, here in the fediverse, that government should not be run like businesses because they should be focused on longer term benefits for _all_ the governed. Which made sense to me.
While some rich folks might feel they are "subsidizing" the poor when they pay more taxes I couldn't disagree more. Especially those who need never work again.
