This is cynical but savvy politics for Republicans. City dwellers don't support the GOP (for a variety of reasons) and picking on cities and the people who live in them plays well to Republicans' base and doesn't risk consequences at the polling booth. I hate it, I think it's immoral, but we should expect more of this in every GOP-controled state.
