He needs to pretend he's actually doing something lawful for that to actually work. Actually turning against the army itself is... not going to work right.
Besides, he needs the army to obey his illegal orders in general, including attacks against Eastasia (that's a Nineteen Eighty-Four reference.)

what they're doing is even dumber. they actually think they can push out everyone who isn't white, male, and evangelical and still win wars. the officer class has already been weeded out to a major extent and they think the non coms will just blindly follow along.

We decided that we will settle for winning some battles. It's not the same thing as winning a war, but it's the best we can do when all we know how to do is spend money and kill people.
