IMO the best way to solve for cheating is releasing servers for communities to run but that institute server level anti-cheat as an option. Most cheaters are lazy and will self segregate to the community servers that don't have the anti-cheat turned on. It's how game servers worked for decades before corpos decided they know better.

Sure you'll have a few dedicated get by but most wont.
