First, yes. Second, no. I think software should be available on as many platforms as possible so that the user has the freedom to use it everywhere he or she wants.

Yeah, of course is not everything portable. But for instance, I'm forced using different operating systems. And I love using some of the open source programms on my private Linux machines AND on my business Windows machine. It's obvious, that this is not possible for every software.
