I think it's
"C[a]elum c[a]eli domino: terram autem dedit filiis hominum."
Which my questionable LLPSI Latin translates to 'the heaven of heavens is the lord's, but earth however has been given to the children of men'. Guessing a bit on those tenses.
Looking that up, it turns out to be Psalm 115:16.
@marginalia My Latin's very rusty, but I'm pretty sure the second part is "however, he gave the earth to the children of men", "terram" being in the accusative. But you're doing better than I am - I hate reading blackletter! Give me a nice Carolingian minuscule any time.
