OK... let me re-phrase my question... do you think it'll be useful from a European perspective or does the information lean heavily on the laws and regulations of Canada?

It is definitely focused on the problem of low density, car centric development typical of North America in the second half of the 20th century. I am not familiar enough with municipal governance and budget practices in Europe to say if it is irrelevant. But it is a short and accessible book.
