Cars are actually a tool to make people willing to build/maintain roads for the shipping industry. The landowners are willing to pay the vast majority of the $billions annually, while the vehicles causing the vast majority of the costs pay a pittance.
This is also why we have little rail. Rail passes the real costs onto the corporations.

I was checking on funding for bike infrastructure in #BC a couple months ago. The Province was announcing a joint funding with the Government of #Canada of several million $CAD for work across the province.
At the same time underway joint-funded highway projects of $27 billion within the borders of the #Vancouver metro region, and more than that outside the metro region. Only highways.
In a country with exactly one national freeway.
