@uc The city has a population of 150k, with over 400k living in the greater Norwich area, so not quite a "provincial town"!
But yes, better transport would help.

The issue here is that the majority of children in Norwich schools live close enough to walk.
In the '60s from the age of 6, I walked half a mile, alone, to and from primary school. In the '90s, I walked my daughter half a mile to and from primary school. Now parents think they have to drive their kids to and from primary school...
And so I understood it to be.
