Wow! In a country that actually has a meaningful, written constitution, this would be _wildly_ unconstitutional. A bedrock principle of the rule of law is, that a citizen should be able to know the law as it applies, at any point in time. Retroactive laws, or as the US calls them, ex post facto laws, make that impossible.
