The executive secretary of the Ministry of Indigenous Peoples, Eloy Terena, stated that “Marçal de Souza is indeed a victim of the Brazilian state’s systemic failure to act, which, through its authoritarian apparatus, has allowed for the persecution of indigenous leaders, the relocation and displacement of entire indigenous communities, and the lack of territorial protection itself.”
