This has been happening in Europe for months, primarily somewhat near the coast. It's well-known to be Russia by this point.

If it is Russia, why aren't they using these in Ukraine?

Because there's no civilian aircraft in Ukraine, and they don't hesitate to shoot them down.

They're also being used to access infrastructure in anticipation of upcoming potential hybrid warfare. Whereas Russia is far past that point in Ukraine.
