Chinese state hackers used Salt Typhoon to hack Cisco ASR routers and Catalyst switches at US telecoms infrastructure. These are big devices costing thousands to tens of thousands of dollars, found in datacenters and central offices.
FCC says to prevent a repeat in future... $100 home wifi routers are banned.

They also mention Volt Typhoon, which was a botnet of consumer routers.
And yes, slapdash consumer router code, with backdoors and no patches, is a problem.
But even mentioning Salt Typhoon is disingenuous. They're mentioning the national security risk at telecoms carriers, even though this ban will do nothing to prevent the next Salt Typhoon.
If they banned IOS-XE (the actual target of ST), then yeah, Cisco might hire some router testers.
